This form is intended for applications for funding in excess of £10,000. There is a smaller, simpler form for smaller applications. Our guidance will help you understand what information is required.

We may consider applications for feasibility studies and/or funding to help develop projects. If so, please make this clear in the application and do not fill in sections that are not relevant. However, please note that we expect applicants to provide at least 50% matched funding for feasibility studies and similar forms of support.

The NDA is funded by taxpayer’s money. We take our responsibilities to the taxpayer seriously and will ask you to substantiate any statement you make. If you are awarded a grant we will expect you to deliver projects in line with your application and any other conditions we set.

This form is intended for applications for funding in excess of £200,000. There is a smaller, simpler form for smaller applications. If you are applying for more than £200,000 of funding, then we expect you to also attach a self-standing business case in addition to this form. Our guidance will help you understand what information is required.

We may consider applications for feasibility studies and/or funding to help develop projects. If so, please make this clear in the application and do not fill in sections that are not relevant. Small Grant Applications

Please note that if you are applying for funding from Nuclear Restoration Services Ltd (Sites), they will only consider applications

Up to £2,000 for small projects neighbouring Nuclear Restoration Services Ltd sites
Up to £10,000 for projects that have a distinct purpose with clearly defined, measurable results that can be demonstrated on completion

Socio-economic funding will be distributed fairly and prioritised according to the socio-economic needs of the area. Funding to support activities of up to £2,000 is limited to £6,000 per year for each Nuclear Restoration Services Ltd site.

Priority is given to groups helping our most vulnerable neighbourhoods or addressing areas of local social need.

Please note that if you are applying for funding from Nuclear Restoration Services Ltd (Dounreay), they will only consider applications:

Up to a project value of £5,000 for small community projects (Dounreay Communities Fund)
Up to a project value of £10k for socio economic sustainable projects.

Please note that if you are applying for funding from Sellafield Ltd they will only consider applications:

Up to a project value of £5,000 to enable social enterprise, voluntary or community groups i.e. not for profit organisations and projects that address community needs and build stronger independent communities.
Up to £10,000 for projects that have a distinct purpose with clearly defined, measurable results that can be demonstrated on completion.

Priority is given to groups helping our most vulnerable neighbourhoods or addressing areas of local social need.

The NDA uses an approach based on HM Treasury’s standard methodology for making investments when it assesses whether to fund socio-economic projects. This means that we look at all applications in five ways. We look at the:

Commercial case for the project
Financial case for the project
Management case for the project

For larger applications (£200,000 plus) we expect you to annex a self-standing business case going into more detail. In any event, use our guidance to help you understand our requirements. For particularly large applications, you may wish to look at the HM Treasury general rules for project appraisal, sometimes known as the “Green Book”, https://www.gov.uk/government/publications/the-green-book-appraisal-and-evaluation-in-central-governent . However, applicants are under no obligation to follow the full Green Book methodology and should be able to rely on our specific guidance.

Finally, we expect you to be able to substantiate claims made in this application. All projects are different, and evidence of claims can be presented differently. Suitable forms of evidence may include: accounts, annual reports, websites, letters of support or evidence from surveys or feasibility studies.

Strategic Case

The strategic case sets out why the funding you are applying for is needed and why the project you are seeking support for should go ahead. To assess the strategic case, the NDA group will assess your application and any additional evidence you provide which covers:

The local need or opportunity your project is addressing
Whether your project features in or is aligned with the NDA’s socio-economic strategy
If your project is not featured explicitly in the NDA and relevant sites socio-economic strategy, then we need to see that it aligns with at least one of the NDA’s socio-economic “themes”
What the project will do (its outputs) and also what it is trying to achieve (its outcomes)
How you are measuring success
Levels of local support for your project and how this local support is expressed (for example financial support, in-kind, policy).
How the project is consistent with – and ideally supports - national or local government strategies.

Strategic Case Details

Please set out what issue or opportunity that your project is seeking to address. An issue might be high levels of unemployment, the lack of local jobs or low levels of aspiration. An opportunity might be NDA land being decommissioning, a new road being built. This section allows us to understand why you think our funding can benefit the local community.

Please set out a full list of the project’s aims and objectives. In doing so, please be clear how these link to the issue that you are trying to address or the opportunity you are seeking to exploit.

The NDA will only consider funding projects that fit with our socio-economic themes. Please provide a summary of outcomes of the project, showing how they fit with our themes. Later on in this form, there are some more precise questions about expected project outcomes. Please note that we make a distinction between outputs and outcomes. An output is what a project delivers (eg training young people) and an outcome is what changes as a result (for example, people use the training to get a better job).

Please use the table below to indicate the intended outcomes of the project you are seeking funding for. For example, if your project is intended to create new jobs, include an estimate of the total number of people who you think will gain employment as a result of the project (converted into full-time equivalents). This should include the people employed directly on the project, but also the new jobs created.

Please fill in all the measures that you think are relevant and include realistic estimates wherever you need. Give the figures you would expect if the project were a success, but be realistic.

We appreciate that it may be difficult for you to do this accurately, but these measures are an important part of our assessment process. In asking you for this information we are trying to be clear about outcomes, but also looking at how efficient your project is likely to be (for example how many jobs will be created as a result of our funding).

The NDA cannot fund activity which duplicates core activity funded by any Government departments or local councils. If a project seeks to make a specific link to the NDA’s general decommissioning activities, then please set this out. An example could be: a project using NDA land that has been decommissioned or a project that links to NDA’s spending on skills and training. If there is such a link, please set it out but this is not a requirement for funding.

We will prioritise projects that support the current NDA socio-economic strategy. If your project features in this strategy or directly supports it, please specify that here. Again, this is not a requirement for funding.

Economic Case

This section of the form is designed to help us assess the economic costs and benefits of the project to the local community. It covers:

Why NDA support is needed and what the likely economic/social/environmental impacts would be due to a lack of any support?
Information to demonstrate why your organisation cannot fund the project itself
That other methods to achieve the same/similar outcomes have been ruled out
That you have thought about other ways to deliver the outcomes of your proposed project and have ruled them out for sensible reasons.
How much of the expected outcomes might happen anyway without NDA support

Economic Case Details

Please explain why NDA group support is needed. Please explain why the project should not be funded by the applicant and, if relevant, give information on any other organisations that have been approached for funding.

Supporting evidence can be emails/letters showing organisations that you have approached, rejection emails, letters of support, bank statements.

One of the things the NDA needs to consider is whether there are alternative ways of delivering the outcome your project is seeking to achieve. Please briefly list any alternative models that have been considered and why they have been ruled out. For example, if you are looking for a grant to renovate a community centre, you might have looked into getting finance from a bank instead of a grant. You may have rejected this approach because your organisation could not afford the interest payments on the loan.

Commercial Case

This part of the application is concerned with feasibility and sustainability and the effect of funding changes on deliverability. It should address any procurement required, such as the purchase of goods or services. It should clarify contractual questions, including contractual milestones and delivery dates. It should set out who is responsible for agreed outputs. Risk management should be dealt with here also. We are expecting to see:

Evidence that the project regarded is feasible and deliverable
Evidence that the organisation delivering the project is a sustainable, reliable partner
Clear and credible milestones and delivery dates
What (if any) procurement is required and is there a procurement strategy
Identification of risks and a plan to mitigate against them
Any major dependencies – in other words, whether project dependent on any decisions or events outside of the applicant’s control.

Supporting evidence should be included to underpin any statements made.

The management case is concerned with deliverability. It sets out management responsibilities, governance and reporting arrangements, as well as any gate review and post-project review arrangements. PR and monitoring costs must be budgeted for here.

Project Reporting

If you are successful an End of Project Report will be sent to you to complete three weeks before the project end date. You must clearly demonstrate how the money has been spent in accordance with the request. Photographs, invoices/receipts etc. will be required.

We will process the data in accordance with the guidance set out in the Government Functional Standard for General Grants. The Government Functional Standard for General Grants facilitates the recording and reporting of grant information across government, providing accurate data to enable departments to manage grants efficiently and effectively, while actively reducing the risk of fraud.
